Coordinator of the Science and Technology Cabinet (GACTEC)

Ph.D. in Chemistry from the University of Buenos Aires. He served as a researcher at the CONICET, at the Research Institute for Genetic Engineering and Molecular Biology. From 2009 to 2012 he was national coordinator of the Argentinean-Chinese Binational Center in Food Science and Technology, of the Ministry of Science.

Main functions of the Science and Technology Cabinet

The GACTEC collaborates in the implementation of policies, priorities and assignments of budget resources of the Science and Technology Area of the National Public Sector. By doing so, it contributes to the economic growth and wellbeing of the population, the improvement of public education and health, the protection of the environment and national defense.

One of its main functions is to approve the National Plan for Science and Technology and establish priority areas of research for the advancement of education and public health, environmental protection, national defense, technological development of the productive sector. It also promotes private sector participation in the scientific and technological development and proposes policy guidelines for international cooperation.

The Scientific and Technological Cabinet (GACTEC) is an inter-ministerial and inter-disciplinary area in which long-term policies on science, technology and innovation are proposed and agreed upon. It was created in 1996 in the scope of the Presidency of the Cabinet of Ministers. Upon its creation in 2007, the Ministry of Science, Technology and Productive Innovation took over the presidency and executive coordination of the GACTEC.


Main objectives of the GACTEC:

  • Align incentives for the development and strengthening of technology-based companies
  • Act as a coordinator of the different areas of government, promoting coordination mechanisms among agencies of the National System of Science, Technology and Innovation
  • Function as a network to facilitate the work between different public and private actors
  • Develop programmes for the creation of quality standards and certification based on science and technology
  • Launch and implement inter-ministerial and interinstitutional state policies based on science and technology
  • Promote the incorporation of innovations in the productive sector.
